Terri’s 20 years of professional experience in public health and public policy have gained her recognition for her expertise on HIV prevention and care, sexual and reproductive health, criminal justice, substance abuse and mental health, and youth development.

Terri‘s spearheaded integrated-care initiatives related to Medical Case Management for HIV-positive individuals lost to care including ex-offenders from city, state and federal prisons. Terri has planned and developed programs to target under-served immigrant and racial/ethnic communities, as well as programs integrating HIV rapid-testing into sexual and reproductive health visits. She has also established programs to enhance the capacity of health centers to comply with National Standards for Culturally and Linguistically Appropriate Services in Health Care (CLAS Standards) and care and prevention programs to collect and analyze outcomes monitoring data related to CDC evidence-based programs.

Prior to joining Rabin Martin, Terri served as Vice President of Access to Care for Housing Works, Managing Director of Program Services and Evaluation at Gay Men’s Health Crisis, Inc., Director of Program Development for Planned Parenthood’s Clinical Services Division and the Director of HIV Integration services. She was a Senior Management Consultant for MHRA’s Fiscal Infrastructure Technical Assistance (FITA) (now Public Health Solutions, Inc.) division. Terri has also worked in research and evaluation at John Jay College of Criminal Justice and the Joseph L. Mailman School of Public Health at Columbia University. She is a graduate of Bucknell University and Columbia University’s Graduate School of Arts and Sciences.
